There is one more possibility, aside from the others that I posted previously. If you mix less than the full container of grout, then the powder needs to be shaken and mixed first. Otherwise some elements of the grout, (perhaps including the colorants) can settle to the bottom of the container and thus not be in your wet mix. I also know that there are grout coloring kits on the market, but I don't know how good they are or where to get them.
