I probably wasn't clear enough - there is styrofoan insulation in addition to the caulking. It is a reputable nation-wide builder and the house is in a development. So I can't imagine that what they are doing isn't acceptable - I just wondered how much the Tyvek really matters. I've heard bad things about it, actually, like it can make your house TOO air tight.
