Well incase you are curious I did come up with a solution. I had originally tried to put wood filler in the gaps but they were just a bit too wide and with nothing below the stairs the putty just keept falling in. So I shot some expandable foam in each gap and then trimmed/sanded it down flush and put the putty on that. It appears to be holding. I already got the stringers and risers painted all I have left to do is stain and seal. Thanks for your ideas.
