I recently saw a show (either Home Again or Hometime) where they addresses this situation. The contractor simply created a frame within a frame on the decking which could be lifted to provide access to the basement entrance. They also sealed this entrance section with flashing and a solid sub-floor to raisable section. Hope this helps!
