I agree, don't rip it out if you don't know for sure. If it chips, spray it with water to avoid airborne dust particles. My understnding is the glue used to secure Asbestos is worse than the tiles... So, we incased our old floor (definatelty asbestos) by over lapping it with 3/4 inch plywood and 1/2 inch concrete backer board. So far, it seems pretty solid.
I would definately recommend a new subfloor of at least ply wood and possibly the concrete backer board. A solid subfloor is the most imporatant part of your ceramic floor. You need a firm and level sub floor for ceramic tiles especially in a older house. If not, they WILL crack. Put plenty of screws/nails to secure it. And, don't put in large tiles - they will crack much easier. I would not recommend anything larger than 8 inch tiles.
