April, many bath fans actually plug into a built-in receptacle above the fan grille. You can probably remove the grille and unplug the offensive unit. As to separately switching it, this is possible, but might require a fair amount of work, so you might wish to have this looked at by someone who can determine if the existing unit was wired to be switched separately, or replace it with one that is both quieter and prewired to be controlled individually.
