If what you are asking for is an alarm to tell when your sump stops working I have heard that you can use a small battery powered transistor radio for this. Set it to a local radio station and set on full volume. Cut one of the wires to the battery and secure the two cut ends at a point in the water level you you want the alarm to go off. The ends should be placed very close to each other, but not touching. The theory is that when the water reaches the wires the current will flow and turn on the radio. I haven't used it myself but it sounds like it should work.
