Cigarette smoke leave that tar behind. Walls become dirty and even tacky. Tar adheres to everything.

I would clean and repaint all the walls and ceilings. They probably need it anyways due to the smoke stain.

Then have the carpets and drapes professional cleaned. Also, wash all surfaces including counters, cabinets, woodwork and windows.
