When I flush the toilet, there appears to be little amount of water entering into the toilet bowl. It will eventually fill the bowl, but takes a little longer. In other words, the water in the toilet bowl rises very slowly to the proper level. Its like after flushing, there is a gurgling sound and little water enters the bowl and eventually the proper amount of water will fill the bowl. Is it a valve mechanism problem ?
