regarding crackle paint application

my daughter was redoing a dresser.
1. she applied a prime/base flat coat over previously painted wood.
2. next day, applied silver metalic base coat (satin finish)
3. next day, applied the crackle product, waited 1 hour like the directions state, then painted the top coat (satin finish) with another color
RESULTS---- it cracked in some places and ran and drooped in others...it looks awful...what went wrong,,,,, and what could we do to fix the problem?
