handicapped steam/shower

I have a commercial building and would like to have a shower about 5' x 6' which can also be equipped with a steam unit for a steam room. We have an exercise room in the building which is why the shower/steam room. My dilemma is the plumbing subcode official wants a handicapped accessaible unit and I cannot find a unit that size with a sealed door which will keep the steam inside the unit. Conforming to handicapped requirements on this office retrofit job is costing us a fortune. Can you help?
