Lenora, I'm in agreement with Raymond; both are used, but since it sounds like the tub is already in place foaming is definitely the right way to go.
Like the Professor said, do be sure that the tub is weighted while the foam sets up; if it's already hooked up, the right way to do this would be to fill the tub 1/3 to 1/2-way with water.
