...Anthony, not just in the floor, but in the walls; moisture there COULD be a problem. How long was this shower dry, unused, before re-grouting? The old, failing grout would have been allowing moisture to build in the wall & behind tiles, and it might take a week without use to dry out well.
Another possibility could be soaps and cleaners absorbed in the remnants of the old grout; putting wet, fresh grout in could "activate" them and create a poor adhesion.
