Jim, you have options with newer linoleum floors; not all are glue-down. Some are a perimeter glue only, others are a completely loose-lay held down at the walls by quarter round.
With the loose lay type, you can install directly over your fiberboard, but you'll want to use floor patch to skim and level any joints or bumps which would "telegraph" into the linoleum.
If you have the room to do so without creating problems with doors and adjoining areas, the luan is still a good idea.
