Hi, Don. This is a two step process. The first step is to go to a pet store and buy some of the odor removing enzyme that they have. Use this per manufacturers directions.
Hopefully, this will take out all the odor, but if it does not. Go to a paint store or home center and buy shellac, denatured alcohol and a cheap brush. By the way, if you shop in a mass merchandiser, buy the alcohol in the pharmacy department. It will be cheaper than in the paint department for the same stuff. Mix the shellac and alcohol half and half and paint it on the floor where you think the cats have been going. This will seal the smell into the concrete. If you still get some odor, it is probably coming from another place. Be thankful that the cat did not use carpeting or a hardwood floor.
