gas water heater/furnace safety

Is it necessary for the outdoor vent for water heater and/or furnace to be uncovered, that is free of snow?

I have a vent, located near the ground, on my house. Is this likely to be for a water heater or furnace? Would these be more apt to be on the roof?

The vent is covered by about three feet of drifted snow/sleet.
