Winterize a Basement Bulkhead

I have a standard steel bulkhead over concrete steps leading down to the basement. At the entrance to the basement there is a door set back in a u-shaped wall. The 3'x 4'area in front of the door is just below my kitchen and open to the wind and cold. This caused my kitchen pipes to freeze (not to mention the people living in the house!). Does anybody have a good, reasonably priced solution for winterizing a bulkhead? Was this post helpful? Yes: or No:
