Basements in Texas

I recently moved to Texas from Indiana, and we want to build a house and prefer a basement foudation. Im a builder, remodeler, my question would be this. Could a poured wall system with sand around the perimeter, to the footer. Would this work? So that any shifting would be outside the sand. Well you get the idea. Thanks, Scott in Texas
