Asbestos Shingle repair and proper placement of gutters

Dear Bob

I have a dutch colonial house w/ a 12/5 5/12 pitch that was built in 1970. It has asbestos shingles that are broken around the plumbing vent pipes. I have the shingles but don't have the special wire holddown hardware. Where can I get this stuff and any comments on installation? On a steep pitch where should the middle of the 5" gutter be w/ relation to the lip or edge flashing of the roof? A 5" gutter positioned improperly in my opinion would do no good w/ a very steep roof
