Moldings over Concrete Ceiling

I just bought a place and having a tough time!
First the ceiling is concrete. However, it is also wavy and when I painted it, the uneveness still shows even if you just look at it. How can I level my concrete ceiling (I've already painted it)????
Second, how do I install crown moldings onto a concrete ceiling? Can I do it myself or get a contractor? If I hire a contractor, what's the estimated quote (my living room is 300 sq feet only).
