I'm not a mechanic, but I owned a rental unit that had a pump that had a tank and would not shut off. The person who fixed it said there was not enough air in the tank to bring the pressure up high enough to shut off the tank. I don't know if he let some water out of the tank or adjusted the pressure cut-off to shut off at a lower pressure in the tank, but it worked. Maybe your problem is related.
