Laying new carpeting

Hi there,
I have indoor-outdoor carpeting on my balcony, which I am going to replace. The original was glued down. Can I glue, and lay the new carpet over the old glue? Or do I have to take the old glue off? It is a real mess.
If I have to remove the old glue, can you please tell me what to use?
Non flamable, and the least amount of odor as possible.
Your help will be most appreciated.
