Without your having the instruments to test gas pressure and the pressures in the intakes and exhausts, you will remain guessing. Taking a longer time to heat on indoor air indicates that the quantity or value of the gas is lower than expected, but this can not be proved without instruments. Clocking the gas meter could provide some indication, but not all.
