When your house was built, the first thing they did was dig a hole. All the water that runs off of your roof in a season(30 inches in MN) tries to get into that hole. You should make sure that your foundation has dirt around it that slopes away at about 2 inches per foot. Then check to see if you have enough downspouts for the length of gutter that is installed. There should be a 2x3 downspout for every 30 feet of gutter. Also any vally should have a backsplash to prevent water from overshooting during heavy rains. These suggestions should solve your problem. If not, go out during a heavy rain and see what is really going on. See if the gutters are over flowing etc.. Good luck!
