Home Depot sells a primer called KILZ. It will adhere to most any glossy surface. Try your best to scratch the surface with sandpaper. (You really don't have to, but it helps.) Paint the veneer with KILZ, then you can use oil base or latex paint. My wife and I chose an oil base for the kitchen. It has been two years and the cabinets look great.
