I myself have spent many years renting apartments. Whenever A problem came up, I would make a visit to the landlord or managing agent(assuming you are in fact renting) and try to resolve the problem. Chances are there are other renters in your building that have the same problem. Perhaps if enough people complain, the landlord may be forced to hire somebody to come in and resolve the problem. The worste thing that can happen is the landloard saying "no" and your out nothing.
