Karen, downspouts freezing solid can be simply due just the right combination of weather conditions, but still could be aggravated by improper attic insulation, though much less of a factor here versus the eave areas. On my home, the South-side downspouts will often freeze up during intermittent freeze/thaw conditions, where my North-side downspouts have never frozen to my knowledge; this is only due to sun & temperature fluctuations.

My general thoughts here would be that I wouldn't be too concerned at the moment, but once the had thawed out to check them for sediment build-up; I'd doubt that a clog would be found, but dirt & gravel from roofing lying in the bottom of the horizontals will slow the general flow down, and this might contribute.
