The key word is successfully. You can paint over anything, but in this case it will probably look like S#!? Remove the wallpaper. And hope it was put up over walls that were primed with a coat of paint.
If it has a backing, you will need to remove the backing also. They make a steamer unit used to remove old wallpaper. Rent one if you need to. My advice is if you are going to paint, then do the job right. Don't afro engineer it.
