You have a few options, to name some, An ice railing standing a few inches high and a foot from the eves can prevent ice from dropping down durring melting. The fasteners must be sealed to prevent leaking.
Another option is to use a granualated roll roofing for the first six feet. ( torch down or cold applied) Stops slipping of the ice by providing grip, and can tie in to the rubber membrain.
