I have a poured foundation. Water is wicking into the basement via the metal rods in the foundation to secure the forms. The house is still currently under construction, it has no gutters and the land has not been graded yet. This is definitely water that is going down into the ground, not up, as I also have a full underground drain system running around and under the house.

Should these leaks stop once all the work is completed? Should I seal over the end of these rods with something? If so, what would you recommend?

The rods are called wall ties. The leaks will lessen once gutters are installed but will not stop.

This sounds like a basement that was not waterproofed. You have 2 recourses at this point. 1. Dig everything up and point the tie holes with mastic or better yet, urethane.
2. Drill and inject the tie holes from the inside with hydrophillic urethane resin.
