I'm thinking about drilling some holes
on the lower and upper parts of the
bay window to create a chimney effect to
remove the condensation...any thoughts appreciated.

Replace the glass. Did you check your homeowner’s policy to see if it will cover some of the cost?

Condensation on the inside of a double pane window means the seal failed. It will always have moisture in it unless you live in a desert. Venting it wont help since it is already vented now that the seal is shot. The only thing you can do is replace the panel.
