I had paneled walls - I sanded, washed, dried. Painted with 2 coats Bin Zinsser Primer and then Benjamin Moore white paint. All the rooms (4 rooms) I have painted are fine except the 2 outer walls in my living room where I have a wood burning fireplace. This painting was done March 2015, The a little bubbling started October 2017. I sanded the few spots, cleaned, Zinsser primed, and painted (just the spots not the whole wall). . Now January 2018 I am noticing a lot more bubbling in new areas on the same 2 outer walls. Help!!!

note: I live in a shore line community so lots of humidity in the summer months, the room that the peeling is happening has bright morning sun, fireplace is used a lot in the fall/winter months so the air is dry.
