MY ELECTRIC WATER HEATER IS NOT PRODUCING HOT WATER, NO WATER IS LEAKING FROM THE UNIT, THE CIRCUIT BREAKER HAS BEEN TRIPPED AND WILL NOT RESET. THE UNIT IS FOUR YEARS OLD THE THERMOSTAT HAS BEEN KEPT 140 DEGREES.

If the breaker won't reset then the breaker is bad.

But if the breaker resets and immedately trips again (you will feel the handle snap back and the hear the click as it trips) the you have a short in the wiring or in the heating elements.
