We have recently pulled carpet off of our living room floor. The HW floor underneath appears solid, without any stains or gaps in it.

However, there have been several holes drilled in the floor, from pennynail size to about nickle-sized. Any suggestions on how to patch them?

We're on a tight budget. What would be the best way to sand the floor without damaging it, besides a big sanding machine?

Tight budget or not you need a big drum sander and an edger, DO NOT rent a vibrating pad sander. As far as the patches, you can do several things...plug the holes,or replace boards, remove some wood from a closet for your material if possiable. If you want to patch the holes...cut some round plugs, align the grain and glue into the holes. Or cut some diamond shaped blocks, and then chisel out diamond shapes to match and glue in place. Or cut out sections of boards and replace.
