Last last year, our next door neighbors had a sewer backup. The city flushed the system and removed grease and other debris. Since then, we have had intermittent noises coming from the sewer pipes that last for several seconds that reverberate throughout the house. The sound is similar to a tuba. Otherwise, there are no smells, backups or other problems. We are mystified as to how to resolve. this.

Sounds to me like the plumbing and sewer maybe connected somehow into 1 line and when they flushed out neighbors bet they backflushed too,when you backflush this is to push air into lines to unclog or get solid build-up to break down.
With this air got into your pipes and this is the sound you are currentl hearing.
