Problem of water not being hot in shower.

Usually leukwarm water with facet at 12:00 postion. Some days the water is very hot and some days it is not. Facets in the bathroom/kitchen sinks are fine it's only the shower. Part have been replaced such as the spindle, Gap Gasket and flow control spindle. These part have also been replaced twice fearing they were defective. The problem seems to be resloved, water ok for 2 weeks and know it's back.....help...we have had 4 plummer visits!!! We have also had our Oil man out everything is ok with furnice.

does it start out hot, then go to luke warm?

do the other fawcets in the house maintain a hot flow, or do they go luke warm after running as long as the shower normaly would?

is the shower plumbing maybe on a poorly insulated outside wall and outside temp's are affecting the water temp somehow?

if it's a tub/shower combo, does the tub fawcet maintain hot flow, or does that go luke warm as well?

just wondering if it's actually isolated to the shower itself, or if it is thru the house but not being noticed due to shorter 'run times' out of other fawcets.
