Hi. I live in an apartment and I do not have an electrical box on the ceiling, nor can I put one there. Concrete ceilings! So my question is can I install the housing (where the ball hangs) to the ceiling using anchors, and just run a power cord that I can plug into the wall outlet and run the line along the wall to the fan and just strip the black to the negative side and the white and blue to the positive? Any other ideas?

First of all, there is no "positive" or "negative" in residential AC wiring. You would connect the black to black and the white to white. The blue would be connected to the blacks if you have a light on the fan.
The cord connected method is not recommended. You need to use a surface mounted wiring method (Wiremold) to accomplish what you want.

There are many other issues that need to be addressed. 1) It is illegal to install a paddle fan without a UL listed support box. 2) Wiring a fan in properly requires a little more than knowing the positive (hot) form the negative (neutral). 3) Your landlord may have some issues with your plan. 4) Get approval and call a licensed electrician.

YEah I figured that much.. Thank you for your replies. What shocks me is that this fan has been up for years utilizing a power cord, stripped at the ends, and the black and blue to one lead and the white to the other lead, then plugged into the wall. She just wanted a new fan but the new one by instruction does not even attach to the ceiling without an electrical box. Tne other one just had a plate held in with 2 anchors and the fan attached to that. Well again thanks for your replies...
