I have several boxwoods standing about 18 inches tall that I would like to shape into cones.

What kind of tool would be appropriate and how does one go about shaping to this shape anyway?

Make your own shrubs hedges

Make a topiary bush is a difficult but very fun.
Choose the plant - is easier to start a topiary bush with a small shrub that can be molded under as it grows. However, you can achieve an effect outdoor topiary plants grown as well.
Chassis frame or not - If you are new to landscaping, you'll want to put in the bushes topiary shapes you choose to sculpt. As the plant grows, the framework will guide the decisions of your pruning.
