My bulider tells me that vinal frame windows

are "better" than aluminum frame windwos for my new house. Could please tell me if this is correct and why!

There are different grades of these products, but generally vinyl windows are more attractive, and warmer than aluminum, because it is not as conductive of heat. Vinyl does not condense as much moisture on the frame and cannot corrode or rot. Vinyl windows seem to have progressed to be stronger, warmer and more durable. Wood or clad wood windows are still the top premium.

Quality will vary by brand and model. Installation has a lot to do with performance.
