Can you paint over it ? I bought DIF gel the guy at Wal-Mart it works and its all they carry . I tryed it it does not soak into the wall paper it just slides across it. The wall paper has a little shine silkie look to it . I need some advise please ,thank you for taking your time to read this ,hope to hear from you soon . S.Krug,

Not sure what kind of paper you have. Sounds like it might be a vinyl or a foil.
Sometimes if you can get a corner loose you can pull the outer layer off. This will leave a thin layer of paper backer which can be removed by soaking with very hot water or a removal solution.
There is also a perforating tool that that makes tiny holes in the paper. This allows the solution or hot water to get behind the outer surface and loosen up the glue.
If you can't peel the outer surface off, you have to perforate the paper
Another important step is to wipe the wall down several time to remove all the glue.

I wouldn't paint over it. Have you thought of renting a steamer? After perforating the wallpaper, go over it with a steamer. This will loosen up the glue behind the paper. Once you've done this you should be able to scrape off the paper and the glue (you can always go over stubborn areas again with the steamer.) This works the same as the hot water technique, just might be easier to control. Hope this helps!
