I am interested in sprucing up my kitchen on a budget (!!) - it has a ceramic white tile (12x12 tiles) floor that I'd like to change without having to break it apart and take it up. Is there anything that I can do to "cover" it? I'm open to any and all suggestions!

Hey there.
The one bad thing about ceramic is it's a pain in the butt to remove.
There are a few options if you consider using a floating floor.
The most popular would be laminate which comes in many different colors and wood grains.
There is also a interlocking vinyl tile that works great also.
Both these types of flooring can be installed over top of ceramic tile.

Try these materials to cover old ceramic tiles:

Oil or urethane-based paints
Tile Over Tile by using cement-based thinset mortar to bond the new tiles onto the old ones.
Installing beadboard over the ceramic tiles.
