I live in a townhome in Calumet Park Illinois, though we are listed as Condos. There are four homes in each quad. My sump pump has been going off continuously since Feb. it will stop for a few weeks then start back, even when there's no rain. No one else has this problem. The city says the water in the pit has chlorine so there's a leak in the waterline. I called many problems who were puzzled as to where the leak is and said the best way to fix it is to put in a new waterline which I was prepared to do, but found out it's my neighbor's line which runs under my home( city turned of my water for two days and it just kept running, turned theirs off for half a day and it stopped. The assoc is not willing to mediate and the city will not get involved. Because they are from the main waterline it is going to cost them thousands probably 5 or more. They feel like turning off the water on a hot day for a few hours does not prove its their water.
