After being driven crazy for years with moles destroying gardens and lawns and trying every trap, sulfur bombs,poison, natural "deterrent" etc. with poor results, Here's what works best for my large yard and expands on your technique of watching runways and using shovels.
I stomp down raised areas to determine what area is active. sometimes they will lay dormant and not move for hours. I check the runways every 10 to 15 minutes. Once they start to push runways back up, I immediate use 2 garden trowels to block runway about 2 ft. in each direction (they travel fast).
I then have a hose ready and open full stream. In a short time
once runway is full of water, the mole will scramble to surface for air and I scoop it in a bucket or coffee can. Works great. Be patient, sometimes the water has to fill a deep underground runway first. Hope this addition to your suggestion of using shovel and digging is helpful. In total frustration, I have also stabbed a pitchfork repeatedly in the active runway.
