Any ideas on what is going on here? There is no voltage yet all the switches and breakers are on.

You are going to have to find the source of the power for the junction box. Buy or borrow a sender / receiver tool also known as a fox and hound. Make certain you have no power with a contactless tester. After you make certain you have no power attach the sender to the wires. You can now use the receiver to follow the wires back to the next junction box or panel where the wire originates.

Once you have found the origination location turn off the power to that location and open the box / panel to look for a disconnected wire or broken switch or outlet or breaker. Hopefully your issue is easily seen and you can correct the problem. Good luck and find an electrician to assist you if you have any doubts of what you are doing. Never work on a circuit with power to the circuit.
