water from foundation

I live in a townhouse, and the unit next to me has their backyard planter above my foundation. When it rains, the water filters down the dirt and seeps into my house between the foundation and where the wall begins.

Is there a way to seal that portion of the foundation on their side so that water cannot penetrate the this area ?
