First option should not be a surprise. Buy new. Current manufacturing materials far surpass what was available 50 years ago. Your old tubs were probably steel, which would suggest a rust problem you may not even know about. Rust would be bad for either a refinish or a cover.
Second choice is a refinish. The technology is greatly advanced from just a few years ago.
Last choice is cover. Too many working parts and too great a chance of finding a bad installer/manufacturer.
