I have a high pitched whistling most of the time. It stops when I shut off main. But I can't seem to locate it. It's like having a ringing in the ears.

To get that sound you have to have some water flowing.

The most likely place is that you have a toilet with a leaking flapper and it is allowing small amount of water to flow. And the fill valve is making the sound.

Try turn off the water at each toilet using the stop valve at the toilet.

If you find that it is a toilet then replace both the flapper and fill valve.
