Is a Heat Pump supposed to run continuously in the winter? It seems to never quite get the temp. up to the setpoint and the fan never shuts off. It seems to do this when the outdoor temp is in the low 30s and below.

If I turn on the emergency heat it will quickly get up to temperature and shut off similar to a gas furnace. But I'm guessing that this method is a lot more expensive to operate.

Had 3 of them myself (slow learner) High maintenance, cold, expensive,noisy and they run for ever. Might be alright for something other than forced air heating
