I have been having an issue with two circuits in my house. One circuit is for the family room and one is for the kitchen counter outlet. I disconnected all wires from the kitchen counter outlet and I have one cable coming in (red, black, neutral, ground) and another going out (red, black, neutral, ground). The grounds were tied together, the neutrals were connected to the outlet, the black wires were connected to each other, and each red wire was connected to the outlet. The outlet is not split. When I turn off my kitchen counter circuit, I measure 25V on the red wire coming in and 25V on the red wire going out. My family room outlets still have 120V. When I turn off my family room circuit and turn on the kitchen counter outlet, I get 120V on the red wire coming in and nothing on the rest of the wires in the box. I think the family room outlets are fed from the black wire that comes in to the box and the kitchen counter outlet is fed from the red wire coming in. However the 25V of voltage is what concerns me. Does anybody have any ideas what might be causing this?

If you're using a digital multi-meter, you are probably reading capacitive or inductive coupling. This is a phantom voltage. You can hook a lightbulb or other load to the 25 volts & the voltage will probably disappear. Or, borrow an analog meter & it will probably read zero volts.

By the way. you need to pigtail the neutral wires at that receptacle so that removal of the receptacle will not break the continuity of the neutral conductor.

Also, that counter receptacle should be a GFI receptacle.
