Is a ceiling fan with light kit going to pull too much power off a single powerline? There are two lines in the ceiling , but one is dead and one is live. The fan and light run off a sungle wall switch.

No the fan will draw about 40-80 watts. And the lights will be use 1 to 3 lights typically of 40 or 60 watts.

"There are two lines in the ceiling , but one is dead and one is live. The fan and light run off a sungle wall switch."

Exactly what does that mean. How many cables or conduits are there. And in each one what are the wires and colors and what wires are connected to what.

In new homes a 3 wire cable is run so that a fan/light control can be used with gives independent control of the fan (and fan speed) along with a dimer switch for the the lights.

There are two power lines each have a green ground, one white and one black, I checked with a meter and one is live with the breaker on, the other is not, even with the wall switch and breaker on.
